Important Disclosures
Anchor Buyer, a service of Ntive Corp, Inc. · Federal and California contracts · As of November 1, 2026
1 · Operator
Anchor Buyer is a service of Ntive Corp, Inc., a Florida corporation, 78 SW 7th Street, Miami, FL 33130. Contact: bids@novabuyout.com.
2 · No guarantee of award
We do not guarantee awards or claim any access to agency officials. Government buyers decide every award; matches, estimates and odds do not predict results. Clients make their own SAM and size certifications.
3 · Planning estimates
The odds shown are our planning estimates for one bid, not statistics for any specific bid. Bases: industry survey win rates for new proposals near 26% (Grant Thornton Government Contractor Survey); about 41% of competitively awarded federal service and IT contracts receiving a single offer (Federal Procurement Data System, FY2017–2023, Omari et al., 2025); fewer bidders on 8(a) set-asides; and our own assumption of one win in three across a full list. Your results depend on the bid, your prices, your past work and the other offers.
4 · Sources
SBA FY2025 Small Business Procurement Scorecard ($179B). Washington Technology, June 2026, citing SBA data (6.9% fewer small businesses). Prompt Payment Act, 31 U.S.C. 3901, and California Gov. Code 927 (30 and 45 days). 13 CFR 124.506 (8(a) sole-source thresholds: $5.5M, $8.5M manufacturing; justification above $30M civilian and $100M Defense). GovCon Intelligence, April 2026 (591 new 8(a) sole-source awards over $250K at mid-FY2026 vs 873 at mid-FY2024).
5 · 8(a) teaming
The 8(a) route applies to federal bids only. 8(a) and joint venture bids follow SBA rules, including the limits on subcontracting (13 CFR 125.6: 50% for services and supplies, 85% general construction, 75% special trade) and 8(a) joint venture rules; in a joint venture all partners are responsible for the contract. Sole-source awards need agency and SBA approval. SBA suspended or removed many 8(a) firms in 2026; we confirm each partner's standing before teaming.
6 · Fees
Plans: Basic $29/month, Starter $41/month, Growth $199/month and Enterprise $964/month, or 15% less paid yearly, shown as the reduced monthly price × 12. Bids we write cost a flat $2,000 to $9,000 per bid with no success fee, and your first bid has no bid fee. Plan inclusions are listed on the Fees page. Your subscription agreement governs payment and refund terms. Funding is provided only by independent third-party funders, subject to their approval and terms, the state limits in disclosures 13 and 14, and, for federal contracts, disclosure 19.
7 · Subscription estimates
The plan cost calculator multiplies the monthly plan price by the selected number of months. It does not assume an annual discount or contract-value-based fee.
8 · Funding
Anchor Buyer and Ntive Corp, Inc. do not lend, buy receivables or arrange loans for pay. Funding comes only from independent third-party funders: licensed lenders, or funders that buy contract receivables outright (a true sale) where state law does not require a license. Each funder decides on credit, quotes its terms in writing before you bid, and is responsible for its own licensing. We receive nothing from any funder. If a funder is affiliated with Anchor Buyer or its owners, we tell you in writing before introducing you. For federal contracts, funding against contract payments follows the Assignment of Claims Act; see disclosure 19.
9 · Pricing support
Support from group capital is offered case by case, in writing, depends on markets, is not guaranteed and can be zero. Bids are never priced below your full cost, and support is never passed to anyone else.
10 · Awards and guarantees
Bids are awarded to you, your 8(a) partner or the joint venture; outside a joint venture, Ntive Corp, Inc. does not guarantee any bid or contract.
11 · Open bids data
Open bids come from SAM.gov and Cal eProcure through our daily feed and can change or close without notice. Federal values are our estimates from comparable past awards; California values are the amounts stated in each bid's documents. Always check the official notice.
12 · Not an investment offer
This website describes a contracting service, not an offer of any security or fund interest. It is not legal, tax or investment advice.
13 · Where funding is offered
Bid finding, writing and filing are offered in every state. Funding introductions are not offered to businesses located in the states below, because their laws require a lender, broker or factoring license that our funding partners do not hold:
- South Dakota: state law requires a license for anyone in the business of lending money, and unlicensed lending is a misdemeanor (SDCL 54-4-52).
- North Dakota: the Money Brokers Act requires a money broker license for lending to North Dakota borrowers, including commercial lending (N.D.C.C. ch. 13-04.1).
- Nevada: a license is required unless the lender finances only businesses located outside Nevada (NRS 675.040, 675.060).
- Vermont: a commercial lender license is required for commercial loans under $1 million, and from July 1, 2027 for factoring as well; Vermont also requires its own law and courts for those contracts (8 V.S.A. ch. 73, including § 2247).
- Delaware (businesses located there): a license is required for anyone making more than five loans a year in Delaware (5 Del. C. § 2202).
- Utah: providers of commercial financing of $1 million or less, including receivables purchases, must register (Utah Commercial Financing Registration and Disclosure Act); our funding partners fund only transactions above $1 million there.
14 · California and other states
Rules for funding where it is offered:
- California: funding is offered only as an outright purchase of contract receivables of more than $500,000 per transaction, in which the funder, not you, bears the risk that the government does not pay. Such purchases are not loans under the California Financing Law. From July 1, 2028, California will require a license for commercial financing of $500,000 or less (AB 2116, 2026). For a federal contract, any purchase of its payments must also be an assignment of the whole contract under disclosure 19.
- Minimum size: our funding partners' standard minimum is $1 million per transaction, which keeps most transactions outside state commercial-financing disclosure laws in California, Florida and Utah.
- New York: transactions up to $2.5 million come with New York's required commercial financing disclosure form (N.Y. Fin. Serv. Law Art. 8).
- These limits can change as state laws change; we update this page when they do. The funder confirms the rules that apply before you sign.
15 · Funding contracts
Funding contracts are between you and the funder, not Anchor Buyer. They are governed by Delaware law, with Delaware courts, as allowed for contracts of $100,000 or more (6 Del. C. § 2708), unless your state's law requires otherwise. Selling or assigning federal contract payments must follow the Assignment of Claims Act (31 U.S.C. 3727; 41 U.S.C. 6305; FAR Subpart 32.8), including written notice to the contracting officer, and federal and state agencies may offset amounts you owe the government against payments. A funder may be located outside the United States, including in Canada. Our service agreement with you is separate and is governed by California law.
16 · Not a government agency
Anchor Buyer is a private company. It is not affiliated with, endorsed by or acting for SAM.gov, the General Services Administration, the Small Business Administration, the State of California or any other government agency. Registering in SAM.gov is free; you are not required to pay anyone to register. SAM.gov, Cal eProcure and agency names belong to their owners and are used only to identify sources.
17 · Accuracy and changes
Information on this website is general and may be out of date; it is not legal, tax, accounting or financial advice to you. Statements about laws summarize them as of the date above; ask your own advisors before acting. Links to government and third-party sites are for convenience, and we are not responsible for their content. We may change this website, our plans and these disclosures at any time; the version on this page with its date is the current one.
18 · AI matching and free alerts
The AI matching tool reads only the public web page you enter (or the details you type), uses an AI model (Google Gemini) to suggest a matching profile, and scores open federal and California bids by fit: industry codes, keywords, location, estimated value and set-aside rules. Profiles and scores are automated estimates that can be wrong; they are not predictions of award or advice, and you should check each official notice. Free alerts are optional; you can edit, pause or delete your profile and stop alerts at any time from the link in every alert. Starting alerts does not sign you up for a paid plan or the fee agreement.
19 · Federal contract payments (Assignment of Claims Act)
Payments under a federal contract can be assigned to a funder only as the Assignment of Claims Act allows (31 U.S.C. 3727; FAR 32.802):
- The contract must be worth $1,000 or more and must not prohibit assignment.
- The funder must be a bank, trust company or other financing institution.
- The assignment must cover all unpaid amounts under the whole contract and go to one party, or one agent for several funders, unless the contract expressly allows otherwise; single invoices from a federal contract are therefore not sold separately.
- The funder must file a written notice, with a copy of the assignment, with the contracting officer, any surety and the paying office; until then the government keeps paying you.
- A funder may instead lend against your business without any assignment, in which case the government keeps paying you.
- Government offsets for your own debts can reduce payments to a funder unless the contract includes a no-setoff commitment.
- State and local contracts are not covered by this Act; each follows its own assignment clause, and many require the agency's written consent.
- A federal contract itself can't be transferred to another company (41 U.S.C. 6305); if your company is sold or merged, the government must approve a novation for each contract (FAR 42.12).
